Mr. Chair,

High Commissioner,

Excellencies and distinguished delegates,

 

Since the adoption of the Global Compact on Refugees, the international community has made significant progress in promoting shared responsibility and expanding pathways for individuals in need of international protection. However, we must acknowledge that forced displacement around the world continues to inflict profound human suffering. Too many lives are still being shattered by violence, conflict, and persecution. Therefore, while enhancing protection efforts remains essential, finding ways to address the root causes of forced displacement has become an even greater priority.

Furthermore, the safe and dignified return of refugees to their home countries must be guaranteed. Indeed, it is vital to highlight that those who wish to return home should be able to do so safely. [1]

Mr. Chair,

The Holy See appreciates the efforts made at the Second Global Refugee Forum to support refugees and host nations and to find concrete solutions. Two years on from the Forum, ensuring full observance of the principle of non-refoulement - enshrined in the 1951 Refugee Convention - through greater international cooperation and burden-sharing, is still essential in order to ease the pressure on Countries hosting refugees.[2]

In light of escalating global tensions and ongoing persecutions, it is crucial that our collective response is based on the principle of shared responsibility. No State, particularly those bordering conflict zones, should be expected to bear the burden of mass displacement alone. The principle of shared responsibility ought to be extended beyond emergency relief to include investment in lasting peace, reconciliation and post-conflict reconstruction.[3]

Similarly, policies and actions must prioritize the safety, protection, and humane treatment of refugees, the respect of the principle of non-refoulement as well as the implementation of measures to prevent violence and exploitation. Family reunification should be prioritized in recognition of the vital role of the family in human development, psychological well-being, and social stability.

The Holy See is pleased that, at the Second Global Refugee Forum, a number of States pledged to increase their resettlement quotas and to ensure access to education for young refugees. In this context, the Holy See underlines the importance of an expanding network of partnerships that can unite governments, faith-based organizations, and civil society in pursuing and fulfilling different commitments made for refugees.

Mr. Chair,

Pope Leo XIV reminds us that, when “faced with frightening scenarios and the possibility of global devastation, it is important that there be a growing desire in people’s hearts for a future of peace and of respect for the dignity of all.”[4] This sentiment offers a glimmer of hope in the midst of despair.   

Finally, I would be remiss if I did not express the Holy See’s appreciation for Mr. Filippo Grandi, our High Commissioner for the past decade, and recognize his devoted service to refugees and host communities. Grazie, signor Alto Commissario - thank you!
